follow up on the case. it was also announced today that iran and the energy agency will resume talks over the nuclear program in december. the jet blue pilot tackled by passengers after saying things like we're going down is going to be freed from custody. he had the meltdown in march. he was kept in custody for mental health treatment. a judge ruled today that he should be released under certain conditions. he must continue to receive treatment. he cannot obtain ta pilot license and can't get on a plane without court permission. a chinese website said the company is blocking google l services. the report shows a bigger drop off than usual, but the company says there's nothing wrong on their end. we spoke to a china expert who thinks china is blocking the sites because the chinese communist party's 18th national congress has begun. he says there's deep insecurity within the party. >>> west african defense ministers met to join in northern mali. afp reports the community could commit 3200 troops while other countries will commit an additional 2300. the plan is -- when they meet this weeken

david petraeus as an individual who has a great deal of energy and drive and support for the local military community down there and that's how they got to know each other. they still do to this day. >> colonel, the general knew for months that the fbi was aware of his affair, from all the reporting on this. you've said his affair with paula broadwell ended four months ago. do you know why he just publicly acknowledged it last week? did something trigger that? if he was aware it was being investigated for months, did he consider resigning earlier? >> we haven't discussed the timing of it. i can only kind of surmise based on knowing him a little bit that once he knew that this was probably going to become bigger than what it was, and i don't mean to be, you know, make light of it, but he felt that it was time for him to step down and resign. if you know david petraeus and it was discussed earlier in the program, part of his internal makeup would be that he would not be able to lead an organization after this kind of an event, so he tendered his resignation which was accepted the day

local officials want the military and u.s. department of energy to step in and temporarily take over lipa management. lipa just can't hack it. a new york state investigation says that they neglected vital maintenance and did not budget enough for disaster response. paper maps like this one were pretty much state of the art, according to the report. paper maps they're using. lipa has lagged behind other utilities, not using smartphones tablets or even printers and fax machines. paper memos were preferred and slow dial up internet access the rule. even worse, lipa's power outage management system runs on a 25-year-old main grain computer. it was blamed in part for lipa's slow response last year to irene, and it cast doubt on how seriously lipa and national grid took its lessons from irene. a consultant who helped prepare the report "all these things were identified, meaning the short comings, but they all cost money." that includes simple preventative measures like trimming trees around power lines and inspecting utility poles. the report says lipa lacked even basic procedures for
